This is a really badly-drawn Butch Hartmanesque Skarmory, who is apparently somewhat intrigued by the pokeblock being held up for him to inspect by an equally badly-drawn Danny Fenton. In Danny's other hand is a pokeblock case.

Did you know if you put in 'Going Ghost' for the Berry Master's wife in Pokemon Emerald she give you a berry? One of the makers must've liked Danny Phantom. XD
